She is merely flipping her hair, not pulling it out. I would have to say that this "neurosis" is not a neurosis at all. Women in general, when they are around a person they like/admire (in the romantic sense) they tend to "play" with their hair, for example: hair flipping, hair twirling, putting the hair behind their ears, etc. It is completely normal.
